Having proven technology from Russia provides Iran with an effective solution and makes attempts to restrict it from developing its own nuclear capabilities become somewhat irrelevant.

As the US is already applying extreme sanctions on Russia and has stopped importing Russian materials, any additional sanctions it attempts to impose on Russia will be largely irrelevant.

Supporting Iran in this way also enriches the relationship and trust between Russia and Iran.

For years the US has been sanctioning Iran and obtructing its well being, prosperity and development.

Israel has been demanding sanctions on Iran to prevent it from having nuclear capability despite having nuclear weapons itself and receiving massive amounts of weapons and billions of dollars in funding from the US.
